What to do in an emergency

You should contact the emergency services and your Guam car rental agent if you are involved in an accident. By law, you are required to provide personal contact details to all parties involved. Failure to stop and provide details where damage has occurred is an offense, where an injury is sustained it is a felony. You must report any incident where damage and or injury has occurred to Guam police within 24 hours.

‘Safe Travels’: Global Protocols & Stamp

What are the Safe Travels Protocols?

  • WTTC has produced new global Safe Travels protocols for use by the Travel & Tourism sector as best practice guidelines to help restart and speed up the recovery of the sector in the wake of COVID-19.
  • The global protocols are designed to help to rebuild confidence among travellers, and within the sector, so safe travel can resume once restrictions are eased. They provide consistency to destination authorities as well as guidance to travel providers, operators, & travellers, about the new approach to health & hygiene in the post COVID-19 world.
  • The global protocols were developed in collaboration with WTTC Members, leading industry associations & international organizations. They take into account the current guidelines of the World Health Organization (WHO) and the Centers for Disease
    Control and Prevention (CDC).
  • The protocols are living documents which will be updated as new information becomes available about COVID-19. WTTC recommends the private sector and destination authorities alike, to adopt a risk-based approach based on high & low risk contexts and adapt their measures accordingly. A one-size fits all is not the solution.
  • The Safe Travels protocols for each key industry within the Travel & Tourism sector will help to provide alignment and consistency to ensure the safety of travellers & workforces as the sector recovers from COVID-19. The industry protocols are being launched in phases. Presently, nine industry protocols are available, notably for hospitality, outdoor retail, aviation, airports, tour operators, short-term rental industry, attractions, car rental, and convention centres, meetings & events. Protocols for the insurance and cruise are under development.
  • Each of the Safe Travels protocols has four pillars, namely: 1. Operational and Staff Preparedness, 2. Ensuring a Safe Experience, 3. Rebuilding Trust & Confidence and 4. Implementing Enabling Policies.
  • WTTC is calling upon national, regional, and local destination authorities to back the adoption of Safe Travels protocols so that they can be implemented globally and restore much-needed confidence in travellers to restart the Travel & Tourism sector.

What is the Safe Travels Stamp?

  • The Safe Travels stamp is the world’s first ever global safety and hygiene stamp for Travel & Tourism, designed specifically to address COVID-19 and similar outbreaks.
  • The stamp will allow travellers and other Travel & Tourism stakeholders to recognise destination authorities and companies around the world that have implemented health and hygiene protocols that are aligned with WTTC’s Safe Travels Protocols.
  • All countries, destination authorities and companies operating in Travel & Tourism will be able to use the stamp, provided they comply with the Safe Travels protocols, in the case of aviation, with the International Civil Aviation Organization’s “Takeoff: Guidance for Air Travel through the COVID-19 Public Health Crisis” and have signed the Terms & Conditions.
  • For aviation, the WTTC Safe Travels stamp will recognise and could be used by countries and destinations that adopt the Safe
    Travels protocols and the ICAO Takeoff guidelines for aviation.
  • The stamp is free to use.
  • The Safe Travels stamp is based on self-assessment and it is not a certification. Countries, destination authorities and companies using the stamp have confirmed that they have implemented, and will ensure ongoing compliance with, the Safe Travels protocols and ICAO ‘Takeoff’ guidelines.

 
 

Guam’s traffic laws and rules of the road:

  • For visitors who rent cars on Guam, driving is on the right hand side of the road
  • The minimum driving age is 18 years. Drivers must be 21 years to rent cars on Guam.
  • Seat belts are mandatory for drivers and all rental cars’ passengers.
  • Children under 12 years must be ride in child restraint or booster seats.
  • The maximum speed limits are: 35 mph in rural area; 15 mph in residential areas; and 15 mph or 25 mph in school zones.
  • It is not permitted to use mobile phones while driving rental cars.
  • The legal blood alcohol concentration (BAC) is 0.08 %.
  • Drivers who want to rent a car on Guam must carry their valid license with them at all times while driving.
  • Every driver must give signals when he intends to change the direction.
  • The legal parking position is with the right front and rear wheels of the vehicle within 18 inches of the curb.
  • When angle parking is not clearly designated, a vehicle must be parked parallel to the curb.
  • It is required to remove keys from the ignition after parking Guam rentals.
  • It is advisable for visitors to lock their car in rental when leaving the vehicle.
    Parking is relatively easy in Guam however some standard regulations apply consistent with the USA, including:It is not permitted to park or stand any rental cars at:

    • Intersections
    • Crosswalks
    • Between safety zone and adjacent curb
    • Within 15ft of intersection of property / highway intersection
    • Within 15ft of entrance to fire station / hydrant or private driveway
    • Within 25ft of an intersection
    • Within 30ft of any flashing signal (stop sign / traffic light, etc.)
    • In front of a private driveway
    • On any Guam beach

    Breach of any parking restriction can lead to your car being towed and a maximum fine of $1,000.

    Disabled parking spaces in Guam are limited, local signage in car parks will denote disabled parking. Parking in these spaces are allowed by permit only. Most rental cars on Guam are not permitted to park in the Disabled parking spaces.

  • At intersections without traffic control devices, the vehicle on the left must yield the right-of-way to the vehicle on the right.
  • At intersections with STOP signs, the first vehicle in the intersection has the right to proceed.
  • It is permitted to left turns across a solid line.
  • Drivers must give a right of way to a pedestrian crossing the road within any marked or unmarked crosswalk at intersections.
  • Vehicles approaching from the rear may not overtake and pass vehicles stopped at a crosswalk.
  • If no other sign, it is permitted to turn right at a red signal.
  • It is not permitted to change lanes in an intersection.
  • It is forbidden to make a U-turn:
    • On a curve;
    • At any intersection where a traffic signal controls the movement of vehicles;
    • In front of the driveway entrance or approach to a fire station.
  • It is permitted to make a U-turn in the middle of the block in a residential district if there are no cars coming from either direction.
  • Traffic in all directions must stop when approaching a school bus that is stopped for the purpose of taking on or discharging students.
  • Horns may be used only when it is necessary for safe operation.
  • It is illegal to throw a lighted cigarette or any other flaming or flowing substances from a car on the street or highway.
